Kansas Governor Sam Brownback today issued an executive order authorizing a $5,000 reward for information leading to the apprehension of fugitive Kevin Robert Welsh.
Welsh is wanted in connection with the deaths of two individuals and shooting of a third in Eureka, Kan., on Oct. 2. He is believed to be armed and dangerous.
“I encourage anyone with knowledge of this crime or the suspect to immediately contact the Greenwood County Sheriff’s office or the KBI,” Governor Brownback said.
The reward was authorized at the request of the Greenwood County Sheriff’s Office, Kansas Bureau of Investigation and Attorney General’s office. Anyone with information relating to this crime should immediately contact the Greenwood County Sheriff’s Office at 620-583-5568 or the Kansas Bureau of Investigation at 1-800-KSCRIME.
Executive Order 13-03 was filed today with the Secretary of State’s office and is effective immediately. In accordance with K.S.A 75-113:
WHEREAS The Greenwood County Sheriff’s Office and the Kansas Bureau of Investigation are investigating a double homicide that occurred in Greenwood County; and
WHEREAS, the Greenwood County Sheriff’s Office is working with local, state, and federal resources to locate Kevin Robert Welsh in connection with the investigation; and
WHEREAS, I have been informed by the KBI that Kevin Robert Welsh was last known to be armed with at least one firearm and is considered to be a clear danger to the public and to anyone attempting to apprehend him; and
WHEREAS, the Greenwood County Sheriff’s Office and the KBI believe that a Governor’s Reward would facilitate the information gathering process and improve the likelihood of apprehending Kevin Robert Welsh before he commits another serious offense;
NOW, THEREFORE, by virtue of the authority vested in me as the Governor of the State of Kansas by K.S.A. 75-113, I do hereby offer a reward of five thousand dollars ($5,000.00) for information leading to the apprehension of Kevin Robert Welsh.
The Greenwood County Sheriff’s Office, with the assistance of the Kansas Bureau of Investigation and other law enforcement agencies, continues to search for 35-year-old Kevin Robert Welsh of Toronto, Kan. Welsh is wanted in connection with the deaths of Keith and Sheila Kriesel, Eureka, and the shooting of Catherine Scheff, Eureka, on October 2, 2013. Welsh is believed to be armed and may still be in Greenwood County.
The investigation is ongoing. Law enforcement requests the assistance of the public in obtaining information to aid in apprehending Welsh. Anyone with information is asked to call 1-800-KS-CRIME (1-800-572-7463) or 911.
The Kansas Attorney General’s Office will assume responsibility for any resulting prosecution. The Greenwood County Attorney has requested this assistance.
